
This must be a named individual. For every licence there must be a named individual licence holder. The Council has a duty to grant a licence to the most appropriate person, and in most circumstances, this would be the owner of the property. In some circumstances however it may be a leaseholder or a managing agent/manager. It is the owner’s responsibility to ensure than an application for a licence is made for their property. In deciding whether an application for a licence should be granted, the Council must have regard to evidence that shows that the proposed licence holder and manager are fit and proper persons. Not all convictions are relevant to a person’s prospective role as an operator of a rented property.

If the Named Manager is part of a company, you must provide the address of the registered office and the names of the company secretary and directors. If the Manager is part of a partnership or trust, you must provide the names of all the partners and trustees.
